Establishment

Windhoek City Police Service was established in terms of Sec 43.C of the Police Act (Act 19 of 1990), to compliment the Namibian Police in maintenance of law and order. The powers and functions of the Windhoek City Police are enshrined in the Municipal Police Service Regulations (Reg. 2833 of 2002), formulated in terms of Sec 43.C of the Police Act (Act 19 of 1990), as well as the Declaration of Peace Officers made in terms of Section 334 of the Criminal Procedure Act (Act of 1977).

The day to day operational and administrative activities of the Windhoek Municipal Police Service are carried out in accordance with the Local Authority Act, and the Memorandum of Understating signed by and between the Namibian Police and the City of Windhoek in 2004. The Windhoek City Police Service has full policing power to operate within the jurisdiction of Windhoek City area.

The establishment of the Windhoek City Police Service (Service) as a concept can be traced back to 1999, after the amendment of the Police Act, (Act 19 of 1990). In 2000, the City of Windhoek tasked the Office of the Chief Executive Officer to implement Section 43 (c) of the Police Act. In 2001 the Concept Document for the Implementation of the Windhoek City Police Services was approved by the Council and served as a guiding document for the implementation of the Windhoek City Police Service Project.

Windhoek Municipal Police Service Regulations were crafted in 2002, and adopted to serve as the Conditions of Service for members of the Windhoek City Police Service. Various amendments were also made to the Local Authority Act in order to make provisions for appointment of members of the Service.

The Windhoek City Police Service Project was officially launched in November 18, 2004 by the Founding President, H.E. Dr Sam Shafiishuna Nujoma, and by end of the year 2006, in December 09, the Windhoek City Police as a fully established Service was commissioned, by H.E President Hifikepunye Pohamba.

Functions

The Windhoek City Police Service was established in order to compliment the Namibian Police Force (NAMPOL) in the following functions:

  • Crime Prevention
  • Traffic Law Enforcement
  • Enforcement of Municipal By-law
